Government Establishes Witness Protection Unit  

In a landmark move to strengthen the rule of law and restore public confidence in the justice system, the Government of Liberia officially established the Witness Protection Unit–Agency (WPU-A), an autonomous body under the Executive Branch dedicated to safeguarding witnesses and whistleblowers across the country. Created by an Act of the National Legislature in August 2022, the new agency represents one of Liberia’s most decisive reforms in the fight against crime, corruption, and impunity. For years, fear of retaliation, intimidation, and political interference has silenced critical voices and weakened prosecutions. With the birth of the Witness Protection Unit, Liberia signals a new era—one in which truth can speak freely and justice can prevail. 

A Shield for Truth 

At the heart of the agency’s mission is a clear and powerful mandate: to protect witnesses and whistleblowers from threats, coercion, intimidation, political harm, and retaliation before, during, and after legal proceedings. By ensuring their safety, the Unit aims to unlock cooperation in investigations and trials, strengthening the credibility and effectiveness of the criminal justice process. “The success of any justice system depends on the courage of those who testify,” officials say. “This agency exists to make sure that courage is not punished.” 

Vision of a Fearless Justice System 

The Witness Protection Unit envisions a Liberia where citizens can report wrongdoing and testify in court without fear for their lives or families. By creating a secure and enabling environment, the agency seeks to protect not only individuals, but also the integrity of the courts and the future of accountability in the nation. Guided by the core values of Service, Trust, Integrity, and Confidentiality, the agency is designed to operate with professionalism, discretion, and unwavering commitment to justice.  

Three-Stage Protection Framework 

Working in close collaboration with the Ministry of Justice and the Liberia Anti-Corruption Commission (LACC), the Witness Protection Unit will administer a comprehensive protection program across three critical stages: 

Investigation and Pre-Hearing: 

Witnesses receive identity and physical protection, temporary relocation, and placement in safe-house facilities. 

Hearing (Trial Stage):  

Protection continues with physical security, psychosocial counseling, welfare services, temporary relocation or safe housing, and legal assistance. 

Post-Trial:  

The agency provides ongoing legal support, continuous threat and risk assessment, permanent relocation where necessary, and reintegration services. The program is especially targeted at high-risk cases involving drug trafficking, rape, organized crime, corruption, and other major criminal offenses. 

Comprehensive Services for High-Risk Witnesses Among the key services offered by the agency are: 

Protection Services, Identity and physical protection before, during, and after trial * Psycho-Social Counseling & Welfare Services— Support at temporary and permanent relocation facilities * Legal Assistance and Immunity Services, During trial proceedings * Safe Housing and Relocation, both temporary and permanent solutions for endangered witnesses. 

A Turning Point for Justice in Liberia 

The establishment of the Witness Protection Unit–Agency is widely seen as a turning point in Liberia’s justice reform agenda. Legal experts and civil society leaders believe the agency will embolden witnesses, strengthen prosecutions, and send a strong message that crime and corruption will no longer thrive in silence. As Liberia takes this bold step, the nation moves closer to a justice system where truth is protected, witnesses are safe, and accountability is assured, laying a stronger foundation for peace, trust, and the rule of law.
