Pres. Boakai Commissions New Leadership At LTA

 President Joseph Nyuma Boakai has officially commissioned a new team of Commissioners to steer the Liberia Telecommunications Authority (LTA), the nation’s regulatory body responsible for overseeing the rapidly evolving telecommunications and ICT sector. The new leadership team is headed by Hon. Clarence K. Massaquoi, who assumes office as Commissioner and Chairman of the LTA. Joining him on the Board of Commissioners are: 

  • Hon. Ben A. Fofana – Commissioner
  • Hon. Emmanuel J. Payegar – Commissioner
  • Hon. Patrick R. Honnah – Commissioner
  • Hon. Angela Cassell Bush – Commissioner

This diverse group of seasoned public servants and professionals brings with them a wealth of experience in governance, policy, law, business, and communications. Together, they are tasked with advancing LTA’s mandate to regulate telecommunications services, promote fair competition, protect consumer rights, and foster innovation in Liberia’s digital economy. Chairman Clarence K. Massaquoi, in brief remarks following his commission, expressed gratitude to the President and people of Liberia for the confidence reposed in him and his colleagues. He pledged that under his leadership, the Authority would prioritize transparency, accountability, and inclusivity while ensuring that Liberia’s telecommunications sector continues to grow in line with international best practices. “The telecommunications industry is central to Liberia’s economic development and social transformation. Our team will work diligently to expand access, strengthen regulatory oversight, and ensure that every Liberian has the opportunity to benefit from the digital age,” Chairman Massaquoi stated. The new LTA leadership comes at a crucial time when Liberia is seeking to expand broadband connectivity, enhance mobile and internet penetration, and ensure that ICT services are affordable and reliable for citizens and businesses. The Authority is also expected to play a key role in supporting the government’s broader development agenda, including e-governance, digital financial services, and youth empowerment through technology. The Government of Liberia remains confident that with this new team of Commissioners, the LTA will continue to serve as a catalyst for innovation, investment, and inclusive growth in the telecommunications sector.
