The Government of Liberia, through the Civil Service Agency (CSA), will on Wednesday, October 22, 2025, officially launch the Automated Legal Power of Attorney (LPA) Platform, formerly known as the βLiberia Pay Afterβ scheme. The new system is a major digital transformation initiative designed to improve transparency, accountability, and efficiency in financial transactions involving civil servants across the country. The launch of the LPA Platform marks a significant milestone in the Governmentβs ongoing public sector reform agenda, aligning with President Joseph Nyuma Boakai, Sr.βs vision under the ARREST Agenda for Inclusive Development (AAID) to modernize public administration and enhance service delivery through digital innovation.
The Automated LPA system will serve as a secure, centralized digital platform through which all civil servants can authorize and manage salary deductions for services or credit facilities obtained from third parties such as financial institutions, cooperatives, and vendors. It replaces the manual system that has, for years, been prone to delays, inaccuracies, and abuse. According to the Director-General of the Civil Service Agency, Hon. Josiah F. Joekai, Jr., the automated system is a game-changer that will bring fairness and accountability to the way salary deductions are managed. βThe new LPA platform places control back into the hands of civil servants,β Hon. Joekai stated. βIt ensures that no unauthorized deductions are made from employeesβ salaries and that all transactions are verified, transparent, and traceable.
This is digital governance in action.β He further explained that the system will enhance coordination between the CSA, the Ministry of Finance and Development Planning (MFDP), and commercial banks, ensuring real-time verification and prompt settlement of transactions. The CSA has worked closely with key partners, including the Ministry of Finance and Development Planning, the National Identification Registry (NIR), and private sector technology providers, to ensure the systemβs security and compliance with data protection standards. Once launched, all civil servants will be required to migrate to the automated platform, marking the complete phaseout of the old manual system. The CSA reaffirmed its commitment to ensuring that public servants benefit from a modern, transparent, and accountable payroll management system that supports the Governmentβs broader digital transformation agenda.
