Minister Ngafuan Commends Port Reform Efforts Under NPA MD Sekou Dukuly

 Liberia’s Minister of Finance and Development Planning, Hon. Augustine Kpehe Ngafuan II, has commended the National Port Authority (NPA) for its bold reform initiatives under the leadership of Managing Director Sekou Dukuly, particularly the launch of 24-hour operations at the Freeport of Monrovia. Speaking during a live interview on the Liberia Broadcasting System (ELBC) on Wednesday, July 16, 2025, Minister Ngafuan described the move as a “strategic and transformative step” in revitalizing the nation’s port infrastructure and boosting economic efficiency. “The introduction of round-the-clock port operations is a game-changer,” Minister Ngafuan said. “This initiative not only reduces the turnaround time for vessels, but also significantly cuts demurrage fees, which have long been a burden on importers and other stakeholders in the logistics and trade sector.” The Finance Minister emphasized that the reform aligns with the Boakai administration’s commitment to increasing national competitiveness, improving trade facilitation, and creating a more investor-friendly environment. He noted that the efficient movement of goods in and out of the port is critical to economic growth, job creation, and regional trade integration. Minister Ngafuan also highlighted the broader implications of the reform, explaining that reducing delays at the port can lower the overall cost of doing business in Liberia and make local goods more competitive in regional markets. “When we ease port congestion and cut wait times, it creates a ripple effect that benefits the entire economy from importers and exporters to consumers and businesses,” he added. He praised MD Sekou Dukuly for demonstrating visionary leadership and a results-driven approach to public service, citing the NPA’s recent performance as a model of public sector efficiency. “Managing Director Dukuly and his team deserve our commendation. These are the kinds of reforms that give hope to the Liberian people and restore confidence in public institutions,” Minister Ngafuan stated. The 24-hour operational schedule is expected to include increased staffing, upgraded lighting and safety measures, as well as coordination with customs and other port-related agencies to ensure uninterrupted cargo movement and vessel servicing. As the Freeport of Monrovia plays a central role in Liberia’s trade and supply chain system, this development is widely seen as a critical milestone toward modernizing the country's infrastructure and improving service delivery.
