Grand Bassa County Electoral District #3 Representative, Hon Matthew Joe has written to the Plenary of the House of Representatives craving the indulgence of the House of  Representatives to consider increasing the budget allocation for Grand Bassa University in the draft budget, citing the institution's growth and development since its elevation to university status in 2021.

In a communication to the House, Hon. Joe noted that the university, which was formerly a community college, has been allotted $871,802 in the Executive Budget Proposal, the same amount allocated in the 2025 fiscal year budget. He argued that this amount is insufficient and citizens have expressed concerned about the allocation, given the university's new status as a bachelor's degree-granting institution.

"Seeing the budget remain the same drew the attention of every Bassa citizen. Today, when you are in Grand Bassa city, every young person will be speaking about the budget. They are very concerned, and they are very concerned about the fact that they saw other universities that came into being." Hon. Joe explained. 

"Given that Grand Bassa University has similarly attained the status of a bachelor's degree-granting institution, I humbly appeal to you, Honorable Speaker and Distinguished Colleagues, to consider a proportional increment in its budgetary allocation," Hon. Joe said.

The lawmaker pointed out that other county-based universities, such as Lofa University and Nimba University, have been allocated $2 million and $1.8 million, respectively, in the draft budget. The district #3 lawmaker is seeking for a 30%  increments in the 2026 draft budget to enable a smooth operations of the Grand Bassa University.  

Hon. Joe emphasized that an increased budget would enable the university to offer competitive salaries to its teaching staff and administrators, renovate campus facilities, and develop its IT infrastructure, ultimately enhancing the learning environment. 

Hon. Joe expressed frustration about the "unfair share of resources," noting that they should be distributed equally. "Bassa University deserves its fair share."

"We talk about the equal distribution of our national resources, increasing the allocation through the budget hearing, so that they will be able to upgrade Grand Bassa University. Bassa University should be treated equally," he said.

"I hope that this increment will be considered, and I urge plenary to consider budgetary increments for all county-based universities, community colleges, and technical colleges currently receiving less than one million dollars," Hon. Joe said.

Hon Joe's communication has sparked interest among lawmakers, with some expressing support for the appeal.

The 2025 Draft Budget, a landmark submission totaling $1.2 billion, was presented to the House on Friday, November 9, 2025.

The House is expected to begin deliberation on the draft budget in the coming weeks.
