Public Works Signs Contract to Rehabilitate Caldwell Road

The Ministry of Public Works has officially signed a road rehabilitation contract for the much-anticipated overhaul of Caldwell Road, a vital transportation corridor that has suffered significant deterioration since its dedication in 2011. The project, funded under the World Bank-supported Liberia Urban Resilience Project (LURP), aims to restore and improve the structural integrity of Caldwell Road, particularly critical sections such as the Caldwell-Dixville intersection and Sand Beach, which have become nearly impassable due to years of neglect. These conditions have caused daily challenges for thousands of commuters, especially for drivers of smaller vehicles, and have had negative economic and social impacts on the surrounding communities. 

Following a competitive bidding process and receipt of the required “No Objection” clearance from the World Bank, a qualified contractor has been selected to carry out the comprehensive rehabilitation of the road. On June 10, 2025, Public Works Minister Roland Layfette Giddings formally signed the contract, signaling the official start of the rehabilitation efforts. The signing ceremony marked a turning point for residents and businesses in the Caldwell area, who have long called for urgent government intervention. “This project is not just about fixing a road it’s about restoring dignity and improving daily life for the people who use this road every day,” Minister Giddings said. “There’s absolutely no excuse for allowing key infrastructure to deteriorate to this extent. We owe it to the Liberian people to do better.”

Minister Giddings further urged the selected contractor to uphold the highest standards of workmanship and transparency throughout the project, emphasizing that the Ministry will closely monitor progress to ensure quality delivery. The Caldwell Road Rehabilitation Project is a key component of LURP’s broader objective to promote urban resilience, improve access, and enhance the reliability of critical infrastructure in Monrovia and surrounding areas. Once completed, the upgraded roadway is expected to significantly reduce travel time, lower vehicle maintenance costs, and improve road safety for all users. Construction is expected to commence in the coming weeks, with community engagement initiatives planned to ensure residents are informed and involved throughout the process.
