A delegation from the Liberia Revenue Authority (LRA) is participating in the second substantive session of the Intergovernmental Negotiating Committee (INC) on the United Nations Framework Convention for International Tax Cooperation, taking place at UN Headquarters in New York from August 11โ€“15, 2025. The delegation is led by Hon. Gabriel Y. Montgomery, Deputy Commissioner General for Technical Affairs, and includes Atty. Saa Saamoi, Commissioner of Customs; Cllr. N. Paul J. Hinneh, Chief of Staff and Technical Focal Point, Office of the Commissioner General; Mr. Roosevelt S. Prowd, Officer-in-Charge, Policy, Statistics and Strategic Planning Division; Mr. William L. Buku, Assistant Commissioner for Customs Policy; and Ms. Avina Sharpe, Manager, Large Tax Division. The first INC session was held from August 4โ€“8, 2025. These negotiations stem from United Nations General Assembly Resolution 79/235 (November 2023), which established the INC to draft the first-ever global treaty on international tax cooperation. The Framework Convention aims to promote fairness, equity, and inclusivity in the international tax system particularly safeguarding the interests of developing and least developed countries. Liberia, as part of the African Group, is actively contributing to shaping the treaty. The LRA delegation is working closely with the Permanent Mission of Liberia to the United Nations, reinforcing positions advanced by Hon. Darlington Talery, recently appointed by UN Secretary-General Antรณnio Guterres as one of the co-chairs of the UN Committee on International Tax Cooperation. If adopted, the Framework Convention will mark a historic milestone establishing the first UN-backed, member state-led legal instrument dedicated to global tax cooperation.
