Justice Wolokollie Mandates Lower Court to resume Jurisdiction over the Controversial Diamond Case

The Supreme Court of Liberia, through Justice in Chambers, Her Honor Jamestta H. Wolokollie, has officially cancelled the stay order previously imposed on the Civil Law Court regarding the arrest of former Minister of Justice, Cllr: Frank Musah Dean, Jr., and others in a high-profile diamond-related case. In a communication from the Clerk of the Supreme Court, Cllr. Sam Mamulu, dated October 2, 2025, addressed to Cllr. Sayma Syrenius Cephus, legal counsel to the petitioner, the Court informed that the conference earlier scheduled for October 16, 2025, has been cancelled. Justice Wolokollie has further directed the assigned Circuit Judge, His Honor J. Boima Kontoe, to resume jurisdiction over the matter and proceed in accordance with the law. 

This means all legal restrictions preventing the continuation of proceedings, including the arrest of the former Justice Minister and other individuals linked to the disputed mining license and diamond claim, have been removed. Cllr. Dean, along with other respondents, is being pursued in relation to a controversial Class “C” mining license in Gbarma Mining Agency, Gbarpolu County, where questions surrounding ownership and the extension of expired licenses have drawn national scrutiny. The decision is seen as a green light for the lower court to enforce its previous rulings and continue the case without further delay.
