The Liberia Revenue Authority (LRA) has dismissed 46 staff members following what the institution’s Commissioner General, Dorbor Jallah, described as “grave administrative misconduct” in violation of the LRA’s code of ethics and professional standards. According to Mr. Jallah, the affected employees were involved in falsifying hospital receipts to fraudulently obtain medical reimbursements. 

He explained that the misconduct was a “syndicated cartel uncovered in February this year, saying the staff were found liable and subsequently dismissed following a thorough investigation. “The LRA carried out a professional ethics investigation through its Professional Ethics Department and conducted a full administrative review of the matter,” Jallah said at a press briefing held at the Ministry of Information, Cultural Affairs and Tourism (MICAT). “Due process was followed, and the accused were given the opportunity to respond to the findings. 

After the investigation was consummated, the LRA had no option but to implement the disciplinary action as required by our policy, which mandates termination for such administrative misconduct.” The dismissals will take effect on September 15, 2025. Jallah noted that the affected employees had been suspended without pay at the start of the investigation. LRA regulations provide that if investigations extend beyond one month, suspended staff are entitled to 50 percent of their salary until a conclusion is reached. Because this investigation took over three months, salaries were restored during the process.

“Even last month, each of those staff received their full salary,” Jallah disclosed. He emphasized that while the decision was difficult, it was necessary to protect the integrity of the institution and safeguard public trust in the LRA. In line with the Decent Work Act, Jallah confirmed that all affected staff will be compensated for any unused leave days. “Checks have already been prepared to settle those obligations, and each of them will receive their benefits once they return their ID cards and other LRA property,” he added. The Commissioner General underscored that the dismissals send a strong signal that the LRA remains committed to transparency, accountability, and zero tolerance for administrative misconduct.
