The African Development Bank (AfDB) has commenced a week-long Business Development and Identification Mission to Liberia, running from September 8–15, 2025. The mission is in response to a formal request from the Government of Liberia, dated May 29, 2025, seeking the Bank’s consideration of the water and sanitation sector under the next Country Strategy Paper (CSP) for Liberia. The request also covered the possibility of African Development Fund–Project Preparation Facility (ADF-PPF) financing to support water and sanitation project preparation studies. 

The AfDB team is holding a series of bilateral consultations with key national stakeholders, including the Liberia Water and Sewer Corporation (LWSC), the Ministries of Lands, Mines and Energy, Public Works, and Finance and Development Planning, as well as the National Water, Sanitation and Hygiene (WASH) Commission. The delegation is also engaging with international partners such as the Monrovia City Corporation (MCC) and the World Bank. 

The mission’s objective is to review the Government’s position regarding the initial PPF request submitted in 2024, assess the current water and sanitation sector situation, and initiate the drafting of Project Concept Notes (PCNs) for possible financing under the ADF-PPF window. On Monday, September 8, 2025, the AfDB delegation visited the Liberia Water and Sewer Corporation, where the mission team leader, Mrs. Jeanne Astrid Ngako Defoki, commended LWSC’s management for its ongoing efforts to improve the country’s public utility services. 

In his remarks, LWSC Managing Director, Mohammed Ali, welcomed the AfDB team and reaffirmed the Corporation’s commitment to strengthening sectoral performance and ensuring the trust and confidence of Liberia’s development partners. The AfDB’s mission is expected to pave the way for a stronger partnership between the Bank, the Government of Liberia, and development partners, while advancing strategic investments in the water and sanitation sector. The outcomes of this week-long engagement will be critical in shaping Liberia’s next CSP framework and aligning it with national development priorities.
