The second meeting of the Technical Working Group tasked with validating the preliminary draft protocol for the creation of the Mano River Union (MRU) Parliament is taking place in Abidjan from September 24–25, 2025. The meeting, which commenced on Wednesday, September 24, and concludes today, Thursday, September 25, brings together parliamentary delegations from all four MRU Member States Côte d’Ivoire, Guinea, Liberia, and Sierra Leone. This critical regional gathering seeks to finalize deliberations on the draft protocol, which will serve as the legal and institutional foundation for the establishment of the MRU Parliament. Once operational, the Parliament will act as a platform to strengthen regional integration, promote cooperation, and support sustainable development among the Member States. Heads of Delegation and Participants 

  • Liberia: Headed by Hon. Nehker E. Gaye, Chair of the House Committee on Foreign Affairs. Other members include Hon. Nyan G. Flomo, Hon. Samson Quejue Wiah, Hon. Ellen Attoh Wreh, and Madam Tuah Woods from the Office of the Chief Clerk.
  • Guinea: Represented by Hon. Dr. Alpha Abdoulaye Diallo, Chairman of the Committee on Economic Affairs and Sustainable Development.
  • Sierra Leone: Represented by Hon. Daniel Brima Koroma.
  • Côte d’Ivoire (Host State): Headed by Dr. Famoussa Coulibaly, Chairman of the Committee on External Relations, National Assembly of Côte d’Ivoire.

During the two-day deliberations, delegates are reviewing the preliminary draft protocol to ensure that it reflects the collective vision of the Union while addressing legal, political, and institutional considerations for the smooth establishment of the Parliament. The MRU Parliament, once formally constituted, is expected to play a pivotal role in deepening cooperation across the four countries, harmonizing policies, and advancing peace, security, and prosperity in the sub-region. It will also provide a legislative framework for addressing cross-border challenges, including trade, infrastructure, climate change, and youth empowerment. 

This second Technical Working Group meeting marks a significant step forward in the institutional development of the MRU and underscores the determination of Member States to foster greater unity and shared progress. It further reaffirms the importance of regional dialogue as a catalyst for peace, good governance, and economic growth.
