A team of Performance Management Compliance System (PMCS) set up by President Joseph Boakai has concluded a day working session at the Liberia Water and Sewer Corporation (LWSC). The event which took place on Monday, September 22,2025 aimed at Validating progress made by the Corporation in implementing PMCS targets. The PMCS is central to President Joseph N. Boakai's Administration ARREST agenda, focusing on accountability, responsiveness, and responsible governance.
According to the compliance team, the system sets clear performance standards for ministries, agencies and commissions, enabling real-time monitoring and accountability. The PMCS team visit at the LWSC was part of its midterm review of five institutional targets outlined by the President of the Republic of Liberia, for implementation. These targets signed by heads of government Institutions before President Joseph N. Boakai include: Developing Strategic Plan, Implementing Service Delivery Charter, Resource Mobilization, System Efficiency and Institutional Capacity Building.
The validation session was intended to identify where the LWSC stands across the five targets implementation, what the challenges are and outlining the targets for the ensuing quarter. The PMCS monitor and review of targets is conducted twice a year with reports submitted to Office of the President after each review, and decisions made to award heads of entities for high complaint performance at the end of each year.
The Performance Management Compliance System is a body derived from the Office of the Cabinet at the Ministry of State and Presidential Affairs. Its primary objective is to monitor the performance targets that ministries, agencies and commissions, signed with the President of the Republic of Liberia, for the purpose of providing responsible governance and accountability.
