The Liberian Senate has officially concurred with the House of Representatives in ratifying the US$88.7 million EXCEL Education Agreement between the Government of Liberia and the World Bank’s International Development Association (IDA).According to the Senate’s Joint Committee on Ways, Means, Finance & Budget and Education & Public Administration, the EXCEL Project represents a significant step toward strengthening foundational learning, improving school infrastructure, and expanding equitable access to safe, gender-responsive education across the country.

With this ratification, the US$60 million IDA credit will unlock an additional US$28.7 million Global Partnership for Education grant, helping to reduce Liberia’s education financing gap, support implementation of the Education Sector Plan, and maintain momentum following the phase-out of USAID funding.The Ministry of Education welcomes this development as a meaningful boost to ongoing national efforts to improve learning outcomes, expand access, and invest in Liberia’s young people.
