During the month of September 2025, the Liberia National Police (LNP), acting on investigative reports and formal recommendations from its Professional Standards Department (PSD), implemented disciplinary measures including dismissals, suspensions, exonerations, and temporary dispensations. These actions were taken in response to violations of duty, ethics, and internal regulations, and reaffirm the LNP’s firm commitment to integrity, transparency, and public trust. Disciplinary Actions: • Cpl. Vivian S. Gbollie (LNP-5519) was suspended for two weeks with salary deduction for using insulting/offensive remarks toward her senior officer and taking unauthorized photos.
The incident occurred at the LPMC Police Depot in Ganta, Nimba County • Patrolman, Reuben Kanswen (LNP-1974) was suspended for one month without salary for assault and property damage following a domestic altercation in the Shoe Factory Community. He is required to restitute USD $52 in medical expenses and USD $60 for a damaged door. • Patrolman Lavela Jusu Harris (LNP-5036) was suspended indefinitely without salary for failing to deliver a rental apartment after receiving USD $400 from complainant Jartu Dolocon. Reinstatement is contingent upon full restitution and verified receipts. • Aziz Zenepaye (LNP-7052), Joseph S. Sherman (LNP-6913), and Charles B. Walker (LNP-7007) were dismissed for receiving hardship allowance and failing to report to their assigned locations, instead self-deploying without authorization.
• Quincy N. Barcolleh (LNP-6421), Cyrus J. Boway (LNP-6441), Flomo S. Zayzay (LNP-6536), Lamin Alayea Abraham (LNP-6736), and Adolphus Q. Kwanue were suspended for six months with salary deduction for similar violations. They are required to report to their original assignments upon reinstatement. Exonerations and Administrative Decisions: • Seven officers were exonerated from AWOL allegations after reporting to their assigned locations: Seypoe T. Jallah, Losenc M. Kellich, Gbollie S. Erickson, Prince Tombakai, Joseph K. Gbeyi Jr., Kromah Sayo, and Jenneh P. Jankpolo. • Five officers were cleared after being verified as previously assigned to specialized units by HR: Koreno D. Cuffey, Joseph Too Jr., Hawa H. Darplah, Monica Dolo, and George T. Gbana. • Three officers were granted temporary dispensation due to pregnancy and breastfeeding: Jamesetta Dahngbor, Lovetee Kamara, and Grace F. Glay.
• Two officers were recommended for redeployment based on medical and child health conditions: Samuel K. Zayzay and Ma-Clara H. Doe. • Two officers were confirmed deceased after assignment and are respectfully acknowledged: Dennis Brest (LNP-6490) and Gbollie S. Joseph (LNP-6561). • Patrolman Prince Tombakai (LNP-6982) was approved for hardship allowance after reporting to River Gee County. Financial Review and Compliance:
The LNP Administration, through its Division of Finance, is verifying hardship allowance records to ensure compliance. Officers assigned to PSU, Facility Management, Police Clinic, and those recommended for redeployment will be required to refund any unearned payments if confirmed. The Liberia National Police said it remains steadfast in its mission to uphold the law and maintain the highest standards of conduct. Officers found in violation of the LNP Duty Manual, Administrative Instructions, and the LNP Act of 2015 will continue to be held accountable through appropriate administrative actions.
