Following an investigative report submitted by the Professional Standards Department (PSD), the Liberia National Police (LNP) has taken a series of disciplinary actions against several officers for violations of duty, misconduct, and failure to comply with internal regulations. These measures, implemented between June and July 2025, underscore the LNP’s staunch commitment to professionalism, accountability, and public trust. Summary of Disciplinary Actions: Superintendent Henderick Kanakpai (ID#4008), assigned to the Insurance Unit, Human Resource Division, has been indefinitely suspended with salary deduction for: • Contravention of Chapter 3, Section 3.1.13 of the LNP Duty Manual (Negligence in the performance of required duties). • Violation of Administrative Instruction (AI) 6.4 Section C (Neglect of Duty). • Breach of AI 6.5 Misconduct Category 3B (Failure to wear proper identification). • Failure to account for death claim cheques issued to families of the late Evelyn Duyen and Emmanuel Davis. • Violation of the LNP Act of 2015, Section 22.90 (XV). Repeat violations will be treated as deliberate and may result in termination. Deputy Commissioner of Police Amos Williams and Chief Inspector Marcus Zorleh have been indefinitely suspended for failing to comply with PSD investigations regarding personal debts of USD 750 and USD 1,035 respectively owed to CIP Jusu Swaray. • Violates LNP Duty Manual Section 6.2.2 (Failure to comply with lawful investigation). Reinstatement is contingent upon full settlement and cooperation. Patrolmen Bradford S. Kemokaid (ID#36669) and Isaac O. Williams (ID#31745i), Police Support Unit, are indefinitely suspended with salary deduction for failing to account for a Bajaj motorbike (VIN #MD2A18X4RWM99756) seized on February 20, 2025. • The bike belonged to Mr. Joshua G. Holmes of the Paynesville City Corporation. • Violates LNP Duty Manual Sections 3.1.13 (Negligence), 3.1.21 (Improper or unprofessional behavior), and the LNP Act of 2015, Section 22.90 (XV). Officers are liable for restitution. Chief Inspector Patrick S. Sendolo (ID#2306) has been relieved of his post, transferred to Region III, and suspended for three months without pay for ordering the release of an alleged burglary suspect linked to prime suspect John Lion, who allegedly burglarized Joma Business Center in Bong County. • Violates AI Part II, Sections 6.4 and 6.5 (Neglect of Duty and Unsatisfactory Conduct). Superintendent James K. Kartoe (ID#1188) is suspended for one month without pay for neglect of duty. • Violates AI Part II, Sections 6.4 and 6.5 (Unsatisfactory Conduct and Performance). Chief Superintendent Forster F. Varney (ID#2472), Bong County Detachment, is suspended for one month without pay for failure to exert supervisory responsibility over subordinates. • Violates AI Part II, Sections 6.4 and 6.5 (Neglect of Duty). Patrolmen Albert Forkpah (ID#5782), John Forkpah (ID#6136), and Howard N. Brown are suspended for two weeks without pay for neglect of duty upon receiving an alleged burglary suspect. • Violates AI Section 5.1 “P” and Part II, Section 6.5 (Unsatisfactory Conduct and Performance). Patrolwoman Miriam B. Cole (ID#4784), assigned to the Gender Section, is indefinitely suspended with salary deduction for failing to produce suspect Raymond Collins, who was under investigation for theft of USD 6,000. • The funds were received by Collins and two others to purchase a Toyota Hilux pickup for former Senator Marshall Dennis. • Violates AI Section 5.1 “P”, Section 7 Count (O) of the 2016 Disciplinary Regulations, and the LNP Act of 2015, Section 22.90 (XV). Inspector Rufus K. Smith received an administrative admonishment for allowing Patrolwoman Cole to guarantee the suspect. Patrolman Teddy R.C. Boulner, assigned to the Salem Depot, has been dismissed for the illegal arrest and conversion of a motorbike belonging to Emmanuel Paye, and theft of USD 50 kept on the bike. • Violates AI Section 5.1 Count “G”, Section 6.1.3 (Abuse of Authority), and Section 6.1.19 (Harassment of Civilians), as well as the LNP Act of 2015, Section 22.90 (XV). Chief Inspector Peter M. Wogbeh (ID#1430) has been reinstated after fulfilling obligations related to the re-arrest of suspect Kimberlyn Gee, who was held for USD 750 in a theft case involving Chief Inspector Lyndon T. Johnson. • Wogbeh also restituted USD 1,250 to Madam Elizabeth M. Cooke, verified through attested payment receipts. The Liberia National Police reiterates its dedication to enforcing discipline and upholding the highest standards of conduct. Officers found in violation of the LNP Duty Manual, Administrative Instructions, and the LNP Act of 2015 will be held accountable through appropriate administrative actions.
