The House of Representatives has ratified a US$20 million Loan Agreement between the OPEC Fund for International Development and the Republic of Liberia, advancing the Mano River Union (MRU) Road Development and Transport Facilitation Project (Liberia Section). During its special sitting on Wednesday, July 16, 2025, the Plenary received the Executiveβs request for ratification and forwarded the document to a Joint Committee comprising Public Works & Rural Development and Judiciary for scrutiny. Following a comprehensive review and consultation with relevant stakeholders, the Committee affirmed the significance of the project to national development and regional connectivity. The loan will support the upgrade of the 48.5-kilometer stretch of road from John Davie to Zwedru City, transforming it into an all-weather route to boost transport efficiency and regional integration. Beyond road rehabilitation, the agreement also provides funding for the refurbishment of the border control station between Liberia and Sierra Leone, the implementation of interconnected IT systems for trade facilitation, and capacity building for customs officials, particularly in the use of the regional customs transit system known as SIGMAT. It further supports the MRU Secretariatβs role in overseeing regional coordination, including inter-agency collaboration and additional training initiatives. The Joint Committee emphasized the vital role the project will play in enhancing Liberiaβs trade infrastructure and fostering deeper cross-border cooperation. Meanwhile, the instrument has been forwarded to the Liberian Senate for concurrence.
