Defense Minister, Brigadier General (Rtd.) Geraldine Janet George-Johnson on Wednesday. July 3 officially signed eleven policy documents in an effort to strengthen the institutional framework of Liberiaโ€™s Ministry of National Defense (MoD). The signing ceremony took place at the Ministryโ€™s headquarters and marks a significant stride in defense sector reform, transparency, and operational standardization. The policy package includes essential directives, manuals and detailed Standard Operating Procedures (SOPs) covering accounting, procurement, asset management, ethics, transportation, internal audit, risk management, and personnel welfare. These documents are set to serve as the bedrock for a restructured governance within the MoD. Honorable George said, โ€œThese policies show our persistent effort to foster efficiency, institutional resilience, and integrity. โ€œToday, as we steer the affairs of this institution, we commit ourselves to lead in a time where every action or inaction, from ethical conduct to financial management, is governed by clarity, focus and accountability.โ€ The signed policies include: Accounting Directive Accounting Manual Fixed Assets and Warehouse Management Directive Fixed Assets and Warehouse Management SOP Manual Death Gratuity and Bereavement Support Directive Procurement Directive Transportation and Traffic Management Directive Internal Audit Charter Directive Internship Directive Code of Conduct and Ethical Standards Directive Risk Management directive According to the MoD Strategic Working Group, these policies were developed following extensive reviews, audits, and consultations with internal and external experts, senior compliance officers, and senior defense administrators. The strategic pillars of good governance, operational excellence and institutional resilience are the basis for these policy documents. By codifying internal processes and ethical standards, the Ministry aims to enhance transparency and reduce bureaucratic vulnerabilities. Instituting clear Standard Operating Procedures and accountability structures will streamline routine operations and increase responsiveness across all MoD units. With the establishment of risk management and internal audit frameworks, the Ministry is better equipped to withstand disruptions, both financial and operational. The implementation of these policies is expected to flow across national defense operations, influencing human resources, procurement, training systems, and logistics. Policy implementation teams have already been set up, with training and awareness sessions scheduled throughout the remaining quarters of 2025. Annual review of all signed policies has been instituted to ensure relevance and impact. โ€œPolicies are not just documents to be shelvedโ€”they are promises to our service members and citizensโ€, Minister George concluded.
