Gaye-Kangar, head of the LNP Women and Children Protection Section for Region Five, the crime was uncovered when the victim’s mother, 32-year-old Oretha Williams, returned from the market to find neighbors in distress over her daughter’s condition. A witness, Edward P. Wesly, reportedly observed the assault and captured the incident on his mobile phone before alerting Ms. Williams, who immediately reported the case to the Fish Town Police Station. Police swiftly responded, apprehending Walker and transporting the toddler to Fish Town Clinic for medical evaluation.
