CBL, NIR Suspend Mandatory Use of National ID Card for Banking Transactions

The Central Bank of Liberia (CBL), in collaboration with the National Identification Registry (NIR), has issued a joint directive requesting all commercial banks operating within the Republic of Liberia to relax the enforcement of the National Identification Card as a mandatory requirement for conducting banking transactions. This decision comes in light of ongoing administrative adjustments at the NIR, which have necessitated the immediate suspension of the issuance of National Identification Cards. Effective immediately, individuals will not be required to present a National ID Card as a pre-condition for accessing banking services. The NIR also calls on all public social service providers to take note of this directive and to ensure their systems and protocols are aligned in full compliance. Institutions are urged to adjust their identification verification processes accordingly during this period of transition. 

“This temporary measure is intended to ensure continued access to essential financial and social services while the NIR undertakes administrative reforms,” the statement read. The Central Bank and the NIR reaffirm their commitment to upholding financial inclusion, security, and administrative transparency, and encourage the public to cooperate with the revised procedures. While the issuance of National ID Cards remains suspended for the time being, the NIR assures the public that a new date for the resumption of mass enrolment and card issuance will be communicated in due course through official government and media channels. The Central Bank and NIR urge all stakeholders to remain calm and patient as these necessary administrative steps are implemented to strengthen national systems and service delivery.
