The Center for Policy and Political Studies of Liberia (CPPSL), a leading civil society organization dedicated to promoting good governance and integrity in public service, has issued a strong statement in defense of the Managing Director of the National Port Authority (NPA), Mr. Sekou A.M. Dukuly. CPPSL’s Executive Director, Mr. Daniel Korvah, has categorically denounced recent allegations leveled against Mr. Dukuly, describing them as "false, misleading, and part of a smear campaign intended to malign his character and tarnish his professional reputation." The allegations, which have been circulating in media and social circles, accuse Mr. Dukuly of unethical practices involving his business affiliations. However, CPPSL’s independent assessment and public stance suggest that these claims are not grounded in evidence and may be politically or personally motivated.
“These accusations are not only baseless but appear to be deliberately designed to mislead the public and distract from a much larger issue,” said Mr. Korvah in a press briefing held Tuesday in Monrovia. “We have reviewed the circumstances surrounding the case and found no verifiable facts to support the claims made against Mr. Dukuly. On the contrary, we have uncovered troubling information about the complainant, Mr. Yang Dan, which casts doubt on the credibility of the entire narrative.” In a dramatic turn of events, Mr. Sekou Dukuly has filed a formal counterclaim against Mr. Yang Dan, accusing him of orchestrating a multi-million-dollar corporate fraud scheme. The counterclaim alleges that Mr. Yang, under false pretenses, targeted both Duke Global Investment Limited a company co-founded by Mr. Dukuly and legally registered in Liberia and a number of unsuspecting Chinese investors.
According to Mr. Dukuly’s public statement, Yang Dan is the true perpetrator of fraudulent activities. Dukuly claims that Yang misrepresented his stake in Duke Global Investment Limited and engaged in the sale of unauthorized shares, falsely advertising non-existent partnerships to lure international investors. “These accusations against me are not only baseless but deliberately crafted to distract from the real issue at hand,” said Mr. Dukuly. “It is Mr. Yang Dan who has exploited innocent investors and betrayed the trust of our company’s founders. We have substantial documentation to support our case, which we are prepared to present in court.”
Mr. Dukuly further emphasized his commitment to transparency and accountability, both in his role at the NPA and in his private business dealings. He noted that Duke Global Investment Limited has been a legally compliant and operationally sound entity, committed to fostering international investment partnerships for Liberia’s economic growth. The CPPSL has echoed this sentiment, urging the public and the media to exercise caution and verify information before amplifying unsubstantiated claims. Mr. Korvah called on the relevant investigative authorities to approach the matter with impartiality and diligence to ensure justice is served based on facts rather than speculation. “As a civil society institution, we stand for the truth and due process,” Mr. Korvah added. “It is our firm belief that Mr. Dukuly is being unfairly targeted, and we urge the public to allow legal and regulatory institutions to handle the matter professionally.” The unfolding legal battle between Mr. Dukuly and Mr. Yang Dan is expected to draw significant public attention as both sides prepare to present their cases. In the meantime, CPPSL has reiterated its support for integrity in public service and has vowed to monitor the situation closely.
