The Director-General of the Civil Service Agency (CSA) of Liberia, Dr. Josiah F. Joekai, Jr., is proudly representing Liberia at the 10th Edition of the Africa Public Service Day (APSD), currently underway in Addis Ababa, Ethiopia. Held under the theme, “Enhancing the Agility and Resilience of Public Institutions to Achieve Equitable Governance and Rapidly Address Historical Service Delivery Gaps,” the event convenes high-level public sector leaders from across the African continent to reflect on progress, share innovative practices, and strengthen partnerships in governance and civil service reform.
Dr. Joekai emphasized the significance of Liberia’s participation in this continental platform, stating: “This year’s theme speaks directly to the work we are doing at the Civil Service Agency. It’s been a tremendous opportunity to engage with fellow public service leaders, share lessons, and reflect on how far we’ve come—and how much further we must go.” As the nation’s lead agency for civil service reform, the CSA continues to implement initiatives aimed at professionalizing the public sector, improving institutional performance, and promoting merit-based employment practices. Dr. Joekai underscored that regional collaboration and peer learning are essential in addressing persistent service delivery challenges and advancing public sector modernization across Africa.
“Liberia’s voice matters in shaping the future of Africa’s public sector,” Dr. Joekai added. “Through the CSA, we are driving reform and positioning our institutions to respond more effectively to the needs of our people.” Africa Public Service Day is celebrated biennially across the continent, offering governments and civil servants the space to showcase their contributions, reaffirm their commitment to service excellence, and highlight innovations that improve lives. Dr. Joekai’s participation reinforces Liberia’s commitment to public sector transformation and regional cooperation in building agile, inclusive, and accountable governance systems.
