HOR Cites Liberia Agricultural Company

The Honorable House of Representatives, through its Joint Committee on Concessions Compliance and Review, has formally cited the management of the Liberia Agricultural Company (LAC) to appear for a public hearing scheduled for Thursday, July 10, 2025, at 2:00 p.m. The hearing will take place in the 1st Floor Conference Room, House Wing, Capitol Building. The citation was issued under the authority of the Joint Committee Chairman, Hon. Foday E. Fahnbulleh, and specifically requests the appearance of Mr. Naveen Madan, General Manager of LAC. Mr. Madan is expected to appear with all relevant documentation pertaining to the company’s concession agreement with the Government of Liberia. According to a communication from the Office of the Chief Clerk, Madam Mildred Sayon, the hearing will focus on three critical areas: Review of the existing concession agreement between LAC and the Government of Liberia; Verification of tax obligations and compliance with national revenue laws; Assessment of corporate social responsibility (CSR) efforts, including contributions and services provided to affected communities within the concession area. This initiative is part of the House of Representatives’ broader legislative oversight mandate aimed at ensuring transparency, accountability, and compliance among concessionaires operating within Liberia. The Joint Committee seeks to determine whether LAC is meeting its contractual, financial, and social responsibilities in accordance with the terms outlined in its agreement with the Government. Chairman Hon. Foday Fahnbulleh emphasized the importance of the hearing in safeguarding the interests of the Liberian people and maintaining the integrity of investment agreements. “We must ensure that all companies benefiting from Liberia’s natural resources are adhering to the laws of our country, meeting their tax obligations, and fulfilling their commitments to host communities,” he stated. The Liberia Agricultural Company, a major rubber producer and one of Liberia’s oldest concessionaires, operates in Grand Bassa County and has long been under public scrutiny regarding its community engagement, environmental practices, and contributions to national development. The upcoming public hearing represents an opportunity for the company to provide clarity, respond to concerns raised by citizens and lawmakers, and demonstrate its commitment to responsible investment practices.
