LEC Embarks on Comprehensive Policy Review to Align with Strategic Goals and International Best Practices

The Liberia Electricity Corporation (LEC) has launched a wide-ranging Policy Review process, marking a pivotal move under its 90-Day Action Plan and laying the groundwork for the development of its upcoming Five-Year Strategic Plan. The initiative is being spearheaded by the newly constituted Policy Review Committee, with the primary goal of modernizing and aligning LEC’s internal frameworks with international standards. This bold reform effort is designed to improve corporate governance, enhance operational efficiency, and foster a resilient and high-performing workforce. According to Mr. Richard S.D. Kardor, Esq., Chairman of the Policy Review Committee and Senior Manager for Finance at LEC, the review will focus on five core policies that are essential to the Corporation’s institutional excellence. These include: Financial Policy; procurement Policy; human Resources Handbook; disciplinary Procedure; training and Development Policy. 

“These policies form the backbone of how we operate as a utility company. By benchmarking them against international best practices, we aim to ensure transparency, accountability, and a performance-driven culture across all levels of the company,” said Mr. Kardor. The Policy Review is not only a compliance measure but also a transformational strategy that seeks to close existing institutional gaps while improving the day-to-day experience for employees and customers alike. Through stakeholder consultations, policy audits, and expert input, the Committee will ensure that the final documents are both practical and forward-looking. Once implemented, the revised policies are expected to drive major improvements in staff development, procurement integrity, financial controls, and customer service delivery. More broadly, the process reaffirms LEC’s commitment to professional excellence, continuous learning, and long-term sustainability. This comprehensive review process underscores LEC’s strategic vision of becoming a trusted, efficient, and people-centered power utility capable of meeting Liberia’s growing energy demands while contributing meaningfully to national development. As part of its commitment to transparency, LEC plans to engage stakeholders including employees, partners, and regulatory authorities throughout the review process. Final policy documents will be made accessible to the public upon completion.
