Liberia Recognized as Top Performer in AfDB’s 2024 Electricity Regulatory Index

Liberia has been ranked among the top performers in the African Development Bank’s (AfDB) 2024 Electricity Regulatory Index (ERI), highlighting the country’s continued progress, impactful reforms, and political commitment to transforming its electricity sector. Unveiled during the 2025 Africa Energy Forum held in Cape Town, South Africa, the latest ERI report shows Liberia earning an impressive score of 0.800, advancing from 10th place in 2022 to 9th position among 43 participating African countries. The Electricity Regulatory Index, developed by the AfDB, evaluates the effectiveness of electricity regulatory environments across the continent. It assesses three key dimensions: Regulatory Governance, Regulatory Substance, and Regulatory Outcomes. The 2024 edition places a strong emphasis on service delivery and utility performance, showcasing the continent’s most notable improvements in these areas. Liberia’s steady rise in the rankings reflects a robust reform agenda and the strengthening of institutional frameworks within the sector. “Liberia’s advancement in the ERI rankings underscores the country’s continued commitment to electricity sector reform and the implementation of effective regulatory practices,” said Atty. Kla-Edward Toomey, II, Acting Chairman of the Board of Commissioners of the Liberia Electricity Regulatory Commission (LERC). “We are encouraged by this recognition and remain committed to deepening regulatory efficiency, transparency, and collaboration across all levels of the sector,” Atty. Toomey added. “This ranking is a milestone achievement for the electricity sector of Liberia. We are motivated to continue on this path and support the country’s vision for a reliable, sustainable, affordable, and inclusive electricity supply.” Since the ERI’s inception in 2018, Liberia’s trajectory has been one of consistent progress. The country moved from 37th place in 2021, to 10th in 2022, and now 9th in 2024 a testament to strategic policy implementation, stakeholder engagement, and capacity-building within the sector. The Liberia Electricity Regulatory Commission (LERC) continues to serve as the leading body driving regulatory reforms and policy enforcement, playing a crucial role in enhancing the country’s electricity governance and ensuring access to affordable and sustainable energy for all. This latest recognition by the African Development Bank places Liberia firmly among the continent’s frontrunners in regulatory reform and power sector development
